JOB DESCRIPTION

The Property Management department is responsible for the operation and physical management of a portfolio of approximately 74 buildings, with 1,250 dwelling units in the East Harlem Area. This division is also responsible for tenant contact, and filing timely, mandatory government agency reports.

REPORTING RELATIONSHIP

The position of Property Manager Reports directly to the Director of Property Management.

Management responsibility for a mixed portfolio of residential housing. Duties include, but are not limited to:

BUILDING ADMINISTRATION

  • Prepare documentation required for legal proceedings relative to residential leaseholder matters.
  • Coordinate lease renewals and annual recertification with back-office support staff
  • Coordinate with Maintenance staff to ensure that buildings/apartments are safe and free of repairs and violations

RESIDENT SERVICES AND RELATIONS:

  • Prepare timely, accurate, and complete standardized building management reports, annual operating budgets, and other regularly assigned reports for each property managed.
  • Monitor rent collection and ensure that rent is collected on a timely basis from residential tenants in assigned properties.
  • Process Section 8 applications for prospective tenants, and annual re-certifications for current tenants, in compliance with all applicable regulatory requirements.
  • Conduct an annual inspection of each occupied apartment, including home visits with tenants.

FISCAL MANAGEMENT

  • Control property operating expenditures within budget limitations while maintaining HCI standards, policies, and procedures for fiscal management.
  • Manage and ensure consistent income stream through quick turnover of vacancies.
  • Ensure that vendors are paid on time.

COMMERCIAL TENANTS

  • Monitor rent collection and ensure that rent is collected on a timely basis from commercial tenants in assigned properties.
  •  Ensure that commercial tenants are in compliance with lease agreements including paying municipal charges (water/sewer and real estate taxes), fines and penalties and is operating a business without violations.

QUALIFICATIONS

  • Minimum: Associate Degree or equivalent experience.  Five years property management experience preferred.
  • Working knowledge and experience managing, in managing low income housing subsidy programs, at HUD, HCR and Tax Credits properties.
  • Knowledge of industry standards and building systems.
  • Knowledge of NYC building codes.
  • Registered Apartment Management (RAM), Certified Manager of Housing (CHM), or Certified Property Manager (CPM) certification and tax credit certification TaCC’s.
  • Possession of a valid New York State Driver’s License is required, with own vehicle.
  • Proven Computer skills. Yardi a plus.
  • Organization skills and supervisory experience.
  • Hands-on action-oriented individual, with demonstrated ability to effectively communicate verbally and in writing with others.

  • Ability and enthusiasm for working with staff at all levels of the organization in a collaborative team approach.
  • Proven ability to exercise sound judgment concerning expenditures, resident relations, reporting and community affairs.

JOB REQUIREMENTS:

  • Computer fluency, a proven track record of attention to detail and experience with HUD, HPD, and HCR agency requirements are essential.
  • College degree or equivalent related experience.
  • Previous related experience strongly preferred.
  • Possession of a valid tri-state area Driver’s License is required, with own vehicle.
  • Strong organizational and management skills.
  • Ability to support, coach, and facilitate creative and productive working relationships
  • Detail oriented.
  • Excellent interpersonal, verbal, and written communication skills

  • Notary a plus.
  • Bi- lingual Spanish / English a plus.

Salary: $50,000 to $55,000
